4 3f EKlte 55 Frt HARTrORD COURANT: Friday, February 10, 1978 Frank 'Blinky' Palermo Eyes Manager's License Troubles at Lake Placid For Veteran Icemaker identified as Ben Thompson. Levin told the three-member commission he had asked Palermo to listen to Tt ompson's proposal and advise him of its merits. Levin said the proposal didn't go any further because he couldn't ascertain if Thompson actually had promoted any fights. "What I really want to do is have the kids get on the right path no mischief, no drugs," Palermo said after the hearing. "I lecture them.

In fact, I may take up lecturing about prisons." He said he would agree to 'F iu ized crime in the late 1950s! He and Frankie Carbo, a reputed underworld boss of boxing, both were convicted In 1961. Carbo was serving a 25-year prison sentence when he died 2 years ago. Pennsylvania law prohibits anyone convicted of a crime of the type in which Palermo was involved from being relicensed until 10 years after the imposition of sentencing. "We only urge that this applicant be treated no different than any other applicant," said Robert Gabriel, Palermo's attorney. RACE RESULTS Aqueduct and LeBombard said this was caused by a thin film of water that forms on the rink when the sun shines.

One of the Best LeBombard is considered one of the best if not the best iceman in the country. Yet he doubts he'll be asked back for the 1980 Olympics here. "Well, I don't work for peanuts," he said, adding, "They seem to want to do everything themselves." LeBombard was a little reluctant about getting into the finer points of icemaking "Nobody would care about it," he said because of its intricacies. "If you wrote a book about icemaking, nobody would read it," he said. "There's actually quite a lot involved." It was net hard to believe when he began talking about refrigeration systems, percolation tests, frost base, anti-corrosive acids, de-ionized water, etc.

"I remember the manager at Keystone (a natural, lake track) once told me all he knew about ice was that it was slippery and you put it in your drinks," LeBombard said. Tipped Over LeBombard related the story about the women's World Sprint Championships last year at Keystone when a television cameraman went into the drink. "This television crew set up one of their ftlatforms over a tributary feeding my ake," he said. "I told them it wasn't going to work, that it would end up tipping over like the Tower of Pizza. "Well, it did, and one of the men on the platform wound up going right through the ice.

The next day," LeBombard said, "the same guy drove a front loader (something akin to a steam shovel) onto the ice and right through the hole. The guy was fired, of course. "The next day I went to the president of Keystone and we convinced them (the tv network) to move the platform, so they brought in a derrick and moved it to the bank of the tributary," he said. "But the track already had begun to sag at that end, so we took ice blocks and put them under it, and their buoyancy lifted the track. I think we put 30 tons of ice blocks under the track.

And somehow, we pulled it off." LAKE PLACID, N.Y. (AP) Lyle Le-Bombard. who proudly proclaims himself half French and half American Indian, has been making ice for competitive speed skating for 11 years. He's 58 years old and plans to retire next year from his regular duties as the iceman at the West Alhs, oval. But, for the time being, he's in charge of preparing the ice at Lake Placid's new oval for this weekend's World Sprint Speed Skating Championships.

"They contracted me to do this job," said LeBombard, "and when I take a job I like to do the best job possible. I'm very proud of the work I do." Controversy However, LeBombard, who has traveled the world making ice for competi-. tion, has had his problems since coming here. The refrigerated, 400-meter oval only the second one in the Western Hemisphere has been a source of constant controversy since the 50-plus skaters from 16 countries began arriving here last week. U.S.

Coach Peter Schotting has criticL ed the ice, the wind currents and the surrounding construction. And Wednesday afternoon, when he finally succumbed to the urge for sleep, LeBombard had been at work for 36 hours, clearing the remnants of a snow storm that dumped two feet of snow on this Adirondack Mountain village. "The people out here are a little strange," said LeBombard, who also has done extensive work at the natural ice rink at Keystone, Colo. "They have this zealousness to do everything themselves, but if it was me, I'd be asking for as much help as possible." LeBombard said that while the people here displayed the "technical resources to build the rink, they didn't have the practical knowledge." Some of the most common complaints have been the close proximity of the cyclone fences to the rink, the encroachment of several buildings that house support personnel, strange wind currents created by the adjacent high school and Olympic Arena, and soft spots in the ice created by reflected sunlight from the hill at one end of the oval. Still, this rink is conceded to be possibly the fastest in the world on any given day, v.

PHILADELPHIA (AP) Former boxing manager Frank "Blinky" Palermo, convicted in 1961 of extortion, asked the Pennsylvania State Athletic Commission Thursday to allow him to resume his managing career. The 73-year-old Palermo, paroled from federal prison in 1971, told the commission he is seeking a manager's license because he wants to advise amateur fighters at a suburban boxing club and manage them if they turn professional. "If the opportunity would come up, I'd have my license and would be ready to go with him," said Palermo. "I give my word I don't intend to get involved with any established fighter." The commission deferred action on Palermo's application until its April 11 meeting, but Commonwealth Secretary Barton Fields, who conducted the 90-minute session, said the panel could convene a special meeting and rule on the request if a transcript of the hearing is available before then.

Palermo, who entered federal prison in 1964 after being convicted in Los Angeles of extortion and bribery, denied he had any financial or contingency agreements with established pro boxers, including heavyweight contender Jimmy Young. Palermo had been rumored to have an interest in Young, but Jack Levin, who co-owns and co-manages the Philadelphia boxer, also denied the veteran manager had any connection with Young. However, Levin, called as a character witness, acknowledged Palermo attended a meeting here in December at which a proposed bout between Young and heavyweight champion Muhammad Ali was discussed with a California promoter he South-New Britain Site Switched The site for tonight's high school basketball game between South Catholic of Hartford and New Britain has been switched. Board Rejects Jockey Appeal BALTIMORE (AP) The Maryland Racing Commission has rejected the reinstatement request of Jesse Davidson, a former North American riding champion convicted of race fixing. On a 3-2 vote, the commission's Thoroughbred Board refused to repeal the five-year suspension imposed against Davidson following his conviction in the fall of 1975. Davidson, 35, North America's winningest rider in 1965, and fellow jockeys Luigi Gino, Ben Feliciano and Eric Walsh were convicted of fixing the ninth race at Bowie Race Course Feb 14, 1975.

Walsh committed suicide shortly after the conviction. The others served 4 months each at the Allen-wood, federal prison camp. The state Racing Commission suspended their licenses for five years apiece, during which time they are barred from the grounds of all North American race tracks. TORONTO (AP) Houston McTear, the self-proclaimed world's fastest human, gets to support his boast tonight when he meets a first-class international field of sprinters in the Toronto Star Maple Leafs Indoor Games.

The suddenly brash McTear, perhaps taking lessons from his benefactor world heavyweight champion Mu-hummad Ali will line up in the 50-yard dash against such highly regarded rivals as Olympic 200-meter champion Don Quarrie of Jamaica, World Cup champion Steve Williams of San Diego, European Cup champion Eugen Ray of East Germany, Olympian Chris Gar-penborg of Sweden and veteran Steve Riddick of the Philadelphia Pioneer Club. The field doesn't fluster the 20-year-old McTear, now attending Cerritos Junior College in Norwalk, after receiving financial aid from Ali. "I don't know how the veteran sprinters feel about me now and I hope none of them have anything against me," said McTear. "They're getting old and right now I feel I've taken command. "The only way I'll get beat is for somebody to come along like I did when I started beating them.

That's what I'm saying now. Somebody has to come up and beat me. Other than that, I'm in command." Once McTear has gotten out of the blocks properly this season he was disqualified for two false starts at Philadelphia he has been sensational, setting world indoor records for 60 meters (6.54 seconds at the Muhammad Ali Games) and for 60 yards (6.11 seconds at the Millrose Games). The 50, the shortest race on the program, shapes up as a brilliant duel. So does the 3-mile, the meet's longest race.

Entered in the distance test are Dick Buerkle, who early this season set a world indoor record of 3 minutes, 54.9 seconds for the mile; Dick Quax of New. Zealand, the world record holder at 5,000 meters; Kenya's Samson Kimombwa, a student at Washington State university and the world record holder; Tanzania's Suleiman Nyambui, who ran the second-fastest indoor 2-mile in history this year, Kenya's Henry Rono of Washington State and Great xZpCdeKenv 107 xGravlGrty 106 Marching Cat 112 FavorteKnght 116 Dan Dan 116 Letona 114 KngofLatrobe 112 Foggy John O. 116 Ambhavng Sailor 116 Naive Shade 109 BakrsChocolte 111 xLobbvM.
