Domiciliary Care Organization or DCO  is a healthcare provider organization that offers in-home based Health Risk Assessment to Medicare and commercial members. DCO works in conjunction with Medicare Advantage Healthcare Insurers visiting patients at their homes and carries out comprehensive medical evaluations, recording valuable medical data and the needs of the affiliates. DCO providers are also trained to recognize, alert and report to DCO if they come across a clinical situation or irregularities at a beneficiaries’ home. DCO acts as liaison between the visiting physician and the Health Plan, expediting the information it has received and delivering it to the appropriate channels, so that corrective action can be taken immediately. The Company is currently present in Puerto Rico and Florida.

DCO requires all its directors, officers, employees and agents to observe high standards of business ethics in the conduct of their duties and responsibilities. Directors, officers, employees and agents of DCO must practice honesty and integrity in every aspect of dealing with each other, the public, and the business community, customers, suppliers and government authorities. Annually, all employees are entitled to sign off a Conflict of Interest form.

DCO Policy prohibits unlawful discrimination against employees, agents, directors, officers, customers or suppliers because race, color, age, sex, religion or national origin. All persons shall be treated with dignity and respect and they shall not be unreasonably interfered with in the conduct of their duties and responsibilities.

No director, officer, employee or agent should disobey any applicable law or DCO Policies and Procedure. Loyalty to the Company and/or a desire for profitability will never justify such action. On the contrary, violation of laws or DCO Policies and Procedures will constitute grounds for disciplinary action, including, when appropriate, termination of employment or affiliation.

Management Controls and Operating Style

The control environment at DCO entails the involvement and ongoing engagement of Executive and Senior Management. The Risk and Compliance team engages the Executive and Senior Management in various ways:

1. Standards - DCO follows specific standards that enables the organization to exercise practices around security, availability, quality, reliability and confidentiality.

2. Tools - DCO practices involve tools specifically for assisting in identifying, analyzing, tracking, deciding, implementing and monitoring risks and findings. In addition, the tools allow the company to effectively communicate and collaborate to help ensure activities are properly tracked and monitored.

3. Unified approach - As DCO becomes involved across various best practice, legal and regulatory requirements, it becomes more essential to create control activities that are essential to regulatory standards and guidelines. Along with a unified approach on compliance and regulation standards, comes operational efficiency and a way to more effectively establish a controlled environment.

Dr. Jorge López Rocafort

President

As a Board Certified Emergency Physician for more than 15 years 12 of those being a ER Medical Director and 2 years as PR EMS Director ; Developing projects as a CMO and President with DR House and DCO for 8 consecutive years working in the Clinical operation area. The President of Clinical Operations provides the top-level leadership and direction for the Clinical Administrative Department and support services to the Medical Staff office. This position is a key Administrative function for the development of new clinical projects and company clinical oversight operations.

Mr. Javier Magriña

Chief Financial Officer

CPA has formed part of the earlier days of the company. Since 2012 he has been a Board Member and the Chief Financial Officer. He has provided high level consulting services for clients, focusing on finance, utilization management, quality assurance, overall compliance, actuarial analysis, and utilization reporting and network management. Developed an innovative manage care model at home. He has been responsible for overall management of a prominent Home Visit Program with over one hundred sixty physicians contracted island-wide to provide In Home Visit to Medicare Advantage patients. He is also responsible for the Contact Center and physician production resulting in an increase from $400,000 in revenue for 2011 to over $12 million in revenues for 2017. He is also responsible for the Contact Center management with 108 workstations for all of our companies in PR and US, as well as developing a customized computer system to manage our Home Visit Program. During 2016, Mr. Javier Magrina was in charge of launching operations in the US to perform In Home Visits to Medicare Advantage patients with a network of over 130 Nurse Practitioners in seven states.

Ms. Valeria A. Ciccone, PhD

Head of Credentialing Department

Valeria A. Ciccone has been part of DCO since its foundation, February 2012. Through the years the Department has grown exponentially and turned challenges into learning opportunities to improve the services it provides. The Credentialing Department runs as an entrenched unit, where all its members work together to perform the tasks assigned to them and also maintain an excellent level of productivity and accountability, all in compliance with industry norms, regulations and standards. The Department thrives and works hard at maintaining good communication channels with other DCO Departments as well as with all providers that wish to enter DCO provider network. Our hard work translates into receiving excellent grades from external and internal auditors.

Eng. Héctor L. Torres Planas

Information Technology Director

Mr. Torres is responsible for the execution and direction of information technology, information security, business continuity, telecommunications, change management, infrastructure, enterprise architecture, technical support, and data governance for DCO. Eng. Torres has a degree in Electrical Engineering from the Mayaguez Campus of the University of Puerto Rico.  He has been working for more than 25 years in the Information Technology area where he has been developing and working on multiple infrastructures and migration projects including data centers design, networking designs and security. He has also worked in different positions of responsibility in industries such as publishing, education, universities, real state, retailers, and healthcare. The Security Department protects all IT infrastructure, edge devices, network, and data.  Also is responsible for preventing data breaches and monitoring and reacting to attacks.

Dr. Karen Cañellas

Mr. Diego Loinaz Martin, Esq., LL.M

VP Business Development

An attorney and entrepreneur specialized in the healthcare field; with 20 years of executive experience in a myriad of settings; and ample success to his credit. Mr. Loinaz has a BA from the Interamerican University, where he continued and concluded his JD in 1996. After a few years in Insurance Defense Litigation, he proceeded to obtain a Master’s degree in Health Law from the Institute of Health Law of Loyola University in Chicago. Upon his return to the Island, Mr. Loinaz joined Triple-S, Inc. as Legal Counsel and Compliance Officer of their Medicaid business. Triple –S was the largest Medicaid MCO at the time. Shortly thereafter, Mr. Loinaz joined a turnaround team who took a small insurer to the second largest locally. As VP of Corporate Affairs at MCS, he founded the Corporate Integrity Office and Legal Department and also was accountable for Human Resources and the Secretary of the Board of Directors of the Medicaid subsidiary in joint venture with Wellpoint. In 2003, Mr. Loinaz also spearheaded major initiatives such as the operational implementation of the Administrative Simplification sections of the Health Insurance and Portability Act, HIPAA, and chaired the feasibility and implementation of the Medicare Advantage initiative in 2004. Soon thereafter, Mr. Loinaz proceeded to launch our law firm, focused primarily in corporate, insurance and health law. Mr. Loinaz also has entrepreneurial and business experience. He co-founded Transcita, a non-emergency transportation company, and Myriad Benefits an insurance brokerage firm. Mr. Loinaz served as Senior Healthcare Advisor for the governor of Puerto Rico. In doing so, Mr. Loinaz provided advice on federal and local health care public policy and administrative matters of all agencies concerning health services to citizens. Upon his return to private life, Diego co-founded DCO, a healthcare fulfilment provider and contact center. He has been a Board Member and leads Business Development and Compliance. Mr. Loinaz is focused on disrupting the challenges faced by patients while bringing value to the organizations who serve them.

Ms. Omayra Correa

Human Resources Manager

Ms. Correa has been the Human Resources Manager since 2016. As the lead of this department she is responsible for developing and implementing HR strategies and initiatives aligned with the overall business strategy. She supports current and future business needs through the communication, engagement, motivation and preservation of human capital and bridge management and employee relations by addressing demands, grievances or other issues. She manages company staff, including coordinating and supporting the recruitment and selection process. Assess training needs to apply and monitor training programs and support employee opportunities for professional development. Assist the performance management process that drives high performance. Ensures legal compliance regarding human resources. Omayra has over 15 years of human resources management experience within the pharmaceutical, sales & marketing, and retail industries. She possesses a master’s degree in Industrial/ Organizational Psychology and a professional certification in Human Resources Management.
