For the same price, if not less because they go on sale so often, you can get a rog ally. Already comes prebuilt with steam interface, 120 hrtz, and plays any game you can throw at it. Come on man 700$ for a steam deck? Save like 300$ more and you got yourself a mid tier gaming pc.
